I just thought i'd mention a light prophecy option- the dragons could believe that they are destined to wipe out the elves, but only if certain events come to pass during the initial battle.
So, they occasionally pick a fight and watch what results, to see if the stars are right. Since the omens never really line up, their assaults tend to stall, but sooner or later, they're going to see the signs in the early stages of an attack, and decide to go all the way.
These signs will of course be the result of the presence of PCs in the initial battle.
