These are more like an ancient "town", mainly the local monarch surrounded by bureaucratic administrative officials. Something like a palace complex, or a modern complex of government buildings, and in the size magnitude of a football stadium. The main identifying feature is the complex is surrounded by townwalls.

(Heh, I always laugh when English translations call them "cities".)

The population lives in the surrounding hinterland as farmers and herders, occasionally with modest villages tending to clusters of farmers. Normally ancients dont live in the "cities". The ancient cities that have notable populations are rare and relate to powerful empires.
