I know there is a book like this -- I think it is Robur the Conqueror, but someone may have to correct me on this -- I believe the guy used bombs instead of cannons, but I may be misremembering. It also got turned into a film starring Vicent Price called Master of the World.

I like to go with D20 mecha for this, just like all my vehicular needs, it requires a little work but it's not hard.
