When you cast this spell, you can assume the form of any Small or Medium creature of the humanoid type. If the form you assume has any of the following abilities, you gain the listed ability: darkvision 60 feet, low-light vision, scent, and swim 30 feet.

Small creature: If the form you take is that of a Small humanoid, you gain a +2 size bonus to your Dexterity.

Medium creature: If the form you take is that of a Medium humanoid, you gain a +2 size bonus to your Strength.

You can only gain the abilities listed in the spell, and fly isn't listed.

You can't even use spells like Polymorph or Greater Polymorph to turn into a winged elf and get a fly speed, even though those spells do let you turn into things and gain their fly speeds. (Beast Shape II and Elemental Body I, which Polymorph runs off of, let you gain the fly speed of what you turn into.) They both specifically reference Alter Self, which doesn't. I think it would be reasonable for a DM to allow at least Greater Polymorph to let you get the fly speed of a humanoid you take the form of, and probably the normal version too (at least up to 30 feet worth of fly speed). If the scariest thing you can think of to do with a level five/seven wizard spell is turn into something that's basically the same as you but flying, I'm not too worried as a DM.
