Seriously though, I'm not suggesting that good dragons police the entire campaign world; most just aren't active enough to do so on a regular basis. I simply imagine that good dragons who are inclined to do so occasionally act to stop big baddies. Considering that they live for centuries, they don't have to do so very often to amass even a decent hoard. If they were as proactive as most PCs then their hoards would be immensely larger than they're described in the RAW. Even the occasional dragon-led smiting isn't going to deprive the campaign world of BBEGs for the party to chase after. This is D&D after all; demons, devils, undead and evil wizards are a dime a dozen. There's always plenty to go around.

Saying that destroying evil is solely the province of PCs is like saying that only PCs can be paladins and clerics in the campaign world. ;)

Nothing stopping good and evil dragons alike from getting involved in legitmate or illegitimate commerce.
Evil dragons can be the head of all sorts of evil organizations, or even trade guilds. Good dragons much the same, minus the evil part.

Although... Treasure hoards help a lot if you're trying to assemble a horde of warriors. And vice versa, if you can keep your minions from stealing all the good loot for themselves.

With enough Animate Object spells, you too can have a treasure horde!
