I recommend +2 Str, -2 Dex, +2 Con, -4 Cha (or even -2 Cha..). +4 Con is a big thing for LA +0 - probably not unheard of throughout the various supplements out there, but still... This is of course the same point, in only a slightly different context, as that in your Lios Alfar thread. I do not mean to be in any way antagonistic, here or there - just opinionated.

If it was in a minor way, and limited in frequency of usage, then I'd say maybe. Especially if they 'lost' some of the PHB Dwarf's benefits, perhaps.

Gut instinct tells me 'no'. Of course, you could make both the Svart Alfar (?) and the Lios Alfar LA +1. (?)
