Hmmm... face of 10 ft, right? Fireball has radius 20 ft. Just detonate the fireball further away. So as long as the swarm isn't occupying your square on your turn, no problem. After all, since the swarm doesn't make normal attack actions, they're not going to be able to make AOO's against your casting (I may be wrong here). And with an init mod of 7, it's plausible for the caster to go first. Unlikely, yes, but entirely plausible.
Let me change that: If the wizard goes first, the swarm's gonna die.
If the swarm goes first, and is within 60', the wizard is going to die. Those concentration checks and fort saves are simply brutal to a caster.
It really comes down to luck. And DM ratbastardlyness.
