An obvious spell that should be in the books

The Chain Spell feat (T&B) does a nice job of making single spells into "mass" spells. It allows a chaining of a spell with a single target to secondary targets. The limit of targets is 1/caster level. All secondary targets face a DC of 4 less than the primary target.

Using this as a basis, the fifth level spell Hold Monster would be an 8th level spell when "Chained". If all targets were to have to save vs. the same DC, this is probably worth bumping up the level of the spell by one (in this case to ninth).

A new meta-magic feat (Mass Spell?), would probably be similar to the Chail Spell feat, except that all targets would face the same DC. IMO, this would require a bump of at least two levels, maybe three (for a total of +5 to +6 levels to the original spell).

Compare to Heightening a Chained spell: It would require a bump of seven levels (three for the Chain, four to get the DC up to the original level). The original target would would have to face a higher DC (by 4), but otherwise the combination of these feats matches what a "Mass Spell" feat would do.

I would consider making the Mass Spell feat require the Chain Spell feat as a pre-req and allowing the level increase to be four.

Once more the Mass Hold spell, looks to be ninth level.
