Ancestral Relic like items

Are there any Ancestral Relic like items? like items that you can enhance whenever with any enhancements or just a set amount?

well you know how ancestral relic can be upgraded, and have enchantments put on it permanently like flame burst, vorpal etc. is there anything else that enables a person to have those enhancements permanently?

For instance the necklace of natural attacks does, but only allows one enhancement. Is there another item, whether it be a ring, bracer, necklace, boots, cloak, or anything that also enables a person to have enhancements?

Still not sure what you mean, but try Item Familiar feat (Unearthed Arcana), signature weapon feature of the Kensai PrC (C.Warrior), Ancestral Daisho of the Oriental Adventures Samurai, or the class features of the Annointed Knight PrC (Book of Exalted Deeds).
