Well, considering that these feats have only recently appeared in Races of the Wild and aren't considered core, I'd say half-elves having access to a handful of non-core feats from a specialty book doesn't really change much. Mind you, I'm not knocking the feats or anything.
But I don't really considered half-elves that underpowered. They are just sorta ... blah ... by the rules. There's not much there to make them an attractive choice for me.
If I was considering chooising a feat that had "elf" as a prerequisite, I'd still probably choose to play an elf rather than a half-elf.
