Any doppelganger/jackalwere like adventure (prefferably low level)

I want to create an adventure around a couple of Jackalweres wreaking havoc in a trade fest. The main idea is to have these Jackalwere commit murders in the form of the PCs and having this way accused of murder.

Does anyone know an adventure which is based on the evil actions of a doppelganger/jackalwere or a similar creature that takes the form of a PC? I would love to take some plot ideas and put them to my story. I don't care about the edition, I am interested more in the plot and story.

how about 2 bad guys, 1 beguiler and 1 rogue, possibly friends, die and get reincarnated 1 in the body of a Skulk, the other in a were-infected human (female??)body. The beguiler is a merchant but when damaged or on any full moon he or she flips out and becomes werebeast X...other wise his beguiler charms will make him/her a very "good", influential & popular merchant. The rogue is just a sneak thief and now in the body of a skulk is neh invincible as such. The merchant uses him to steal what he/she cant barder/trade/buy -obtian legally. OOHHH the Beguiler also kills his/her competition if the charms aint working.

The party can encounter this duo in a trading hub port town. The hook is a reward for finding out whos the thieving murderous thug. And can someone track down and find the beast that is killing and half eating its victims.....if that dont work. Have the thief steal something of the parties.

Either way the Beguiler will have no memory of his/her involuntary wereX shifting. She is also in possession of a ring of mind shielding. This will hide both her thoughts and alignment and magic.
