Any Free Software out there that lets you Tag existing PDFs?

I recently installed Adobe Acrobat Reader 2.0 for Windows Pocket PC on my Treo. That application adds something to MS ActiveSync 4.5 that automatically tags untagged PDFs so that they can be optimally viewed on a small PDA screen. Unfortunately, it seems to crash or time out whenever I try to transfer large untagged PDFs to the Treo.

Is there any free software out there that will run on Windows XP home edition that will allow me to tag an existing PDF so it will be good to go before I transfer it over to my Treo?

Currently I use PDF995 to create PDFs, but I'm not sure if it has a tag option like full blown Acrobat does.
