Any good OGL rules on customizing NON Magic armor (and or weapons) online

I have a whole chapter on that in The Enchiridion of Treasures and Objects d'Art

It has rules for masterwork stuff, weapon and armor enhancements, "flavor" enhancements (like tinting your armor blue or mixing silver and iron to make a "marbleized" blade - or even making a blade out of exotic materials like marble or crystal), and in general I think it's exactly what you're looking for. Just that chapter is 15 pages long and contains about 60 different "item enhancements," many of which can be mixed and matched in the same item (some of the ones in my work are reprints from Wulf's HoHF line with slight modifications; I'd recommend his HoHF: Dwarves and Elves in a heartbeat as well). The entire text is 100% OGC, so if you wish to re-use it, you are more than welcome to.
