Any such thing as a US Civil War based RPG?

Deadlands is pretty much set during the end of the civil war and the aftermath, now it has a lot of magic/supernatural aspects (native american shamans, magicians who make deals with the devil, steampunk mad scientists, and faith healers) and it's an alternate history game set in a wild west with magic and the civil war grinding along back east to a stalemate, but it's pretty usable for the civil war without the fantastic or alternate history aspects.

Civil War gear and "crunch" to fit d20 Modern to the era was in d20 Past, if that's your thing.

GURPS probably could do it halfway decently, but I'm no expert on that system.

I'm pretty sure you could find a well done GURPS book that presents the history with a nice, distilled RPG friendly style, along with adventure ideas.

If you do, buy it, and run it in your system of choice.

Deadlands or Sidwinder would be a good place to start, and you might also get some good stuff out of Northern Crown (from Atlas Games) and Space 1889. Between them, you'd have the Civil War period pretty well bracketed.

Also, check out the works of Harry Turtledove and Barbara Hambly.

Turtledove is a history prof who writes alt-hist, sci-fi and fantasy, much of it inspired by the Civil War (I believe its his favorite period). (http://www.amazon.com/s/ref=nb_ss_d...eywords=Harry+Turtledove&Go.x=11&Go.y=9&Go=Go)

Barbara Hambly writes fantasy and murder mysteries. Her "Benjamin January" murder mysteries are set in 1840's New Orleans, and simply rock.

Wasn't Northern Crown set pre-War of Independence?

Yes it was, but the change in the level of tech between then and the actual Civil War was actually pretty minimal. All you really need to add is some rules for Gatlings, a couple of ironclads, and possibly some more esoteric things, like early rockets (esp. the sausage as solid fuel rockets featured on Mythbusters).
