Aleroth, it still sounds like your gnome would just like to be a taller gnome, not a human.

I also wonder if that will ever really come into play in your game. Sometimes it's tempting to create fun backstories like that, and one ends up being disappointed when such information never has any relevance in play. But I don't know your gaming group or how much roleplaying you do.

I agree with people who said that this part should be given more thought, it's strange that a person, who is that fixated on the idea of him being worse that everyone else, still is charismatic, I can't give a reason why, but this sounds paradoxial.
I don't think that the whole idea should be dropped, I suggest you to give it more thought. For example, the reasons why is he uncomfortable with other people mocking him, try to imagine situation involving you character. Determine what drives him, what are his main character features etc.
I always try to visualize (to the extent of my imagination :p ) how my characters would behave in different environments, so when a similar situation occurs in-game I could adapt more easily, makes character creation and development more fun. ;)

I think the idea is too vanilla. Too "Charlie Brown."

Spice it up with some risk. Like he's always wanted to be a half-orc barbarian ... thug. Because he's felt ineffectual as an academic. I mean people feel like they want to be more jock-ish. (Don't we? LOL)

How about he's always wanted to be that James Bond/Conan/Lt. Warf type ... so he's constantly searching for an image that isn't him. He shifts from half-orc, to human, to ogre ... always looking for the BEST PERSONA (almost Pinocchio-Complex) ...
And in doing so steals stuff from other people as an indentifying marker of "their culture."

... and he wastes his life away trying to be something he's not. Always discovering that the one thing other people have ... are other problems ...
