I want to use Improved Familiar to get two shocker lizard familiars. Please lend your considerable rule lawyering talents toward this goal.
Well, as per the DMG... 2 of something is usually 2CR higher then normal. So you could reduce both of the shocker lizards by giving them 2 negative level adjustments until they go up some levels (HD). Each negative level would amount to:

-1 on skill and ability checks
-1 on attacks and saves
-1 on level checks
-1 AC
etc.

As you and your familiars gain levels... the penalties get reduced... and disappear. YMMV

These are the penalties associated with allowing a more powerful race as a 1st level character in PgtF, p.190.

How about this, then? Does any place say how much it costs to buy shocker lizards? They're 2-Intelligence magical beasts, which means they're trainable. Or how about a spell to summon a group of shocker lizards?

Or how about to summon a bunch of stirges?

Check out Dragon Magazine #280. There's a feat in there called "Extra Familiar." It's pretty straightforward (gives you an extra familiar), and has no prerequisites. It's 3.0, but there are no funky mechanical bits that need conversion.

Edit: Oh, and it allows all of your familiars to benefit from your familiar-boosting feats.

Per the SRD:

A character with more than one class that grants a familiar may have only one familiar at a time.

So I don't think you can have more than 1 familiar at a time. Well, without somethign other than base rules - including the improved familiar feat.

The 3.0 PHB did not contain that text.

Not actually considered a familiar, but depending on what you want to do with it, maybe try the Beastlord (or is it Beastmaster?) PrC. Will get you multiple animal companions.

I created an enemy transmuter that had two shocker lizard familiars by using the Extra Familiar feat in Dragon. One of the players complained that the transmuter should have had to take the improved familiar feat twice, once for each familiar. We agreed to disagree.

It was a great tactic for the transmuter, though. Two shocker lizards are more than twice as good as one.

Two familiars breaks my head. For practical purposes, the familiar and master are the same entity (share spells and the like). Having two familiars is like having two character sheets.
