Sure. It's called a pyromaniac.

Problem? Fire.
Bigger problem? More fire.
Immune to fire? Clearly we just haven't used enough fire.

"Hey stupid, we're fighting a red dragon!"
"Yeah, I bet he'll be totally impressed that I can shoot more fire than he can!"
 


I never played low intelligence, I did have a low wisdom halfling sorcerer who specialized in loads of battlefield control effects. In room, calculates that stinking cloud would devastate the enemies. Didn't calculate that we were all in the range too. But he wasn't dumb, so he learned to stop hitting the party. He did however, lack common sense. He was super excited to use his spells.
 

I will see your "dumb sorcerer" and raise you a "dumb Arcane Hierophant".

Half Orc, Intelligence 6 whose Animal Companion slash Familiar gorilla... had an INT 14 and a tactical mind. So she would explain a battle plan to Kurg for him to explain to the other PCs... and then facepalm when he gave them the Tim Taylor version and didn't even follow that.
