This is an example of where the book contradicts itself. This may take a bit to explain, but here goes:

Under the "Produce Trade Goods" action, the book says:

The number of population units you can assign is to this task is limited by the strongholds in your domain. A village can support 1 unit per season, a town 4 units, and a city 8 units.

However, under the Craftsman's Guild upgrade, it also says:
Empire said:
Benefits: Any town with a guild can produce weapons and armor, wooden goods, and exotic items as trade goods.

The implication, then, is that a stronghold without such a guild cannot produce any of those things.

The Wizards' Academy upgrade similarly enables the production of magic items as Trade Goods (which you may use to equip troops or sell).

However, the Craftsman's Guild cannot be built in a Village, nor can the Wizards' Academy. That limitation disqualifies a Village from producing any Trade Goods at all.

That is the essence of the contradition. My "house rule" suggesion would be to allow a Village to produce both armor and weapons and wooden goods. This is also important because you (can) use your locally produced armor and weapons as part of mustering units.

The sample "starter Domain" includes 1 Village and 1 Keep, the profits from which are supposed to be used to help the domain grow. Also, it is hard to equip new military units unless you are able to produce armor and weapons.
