If the FLGS is a legal entity (such as a company), the store can sell the item(s) to one of its officers/employees acting in a private capacity (i.e. as an individual). The individual could then send the item(s) without fear of prosecution. The cost of shipping could be included in the price (e.g. as a special surcharge for employees).

Do you have a citation for that legal analysis? There's a nifty legal principle called "piercing the corporate veil" that might be triggered in this circumstance.
