Well, all the rules under Scrolls in the Magic Items chapter refer to activating the spell, and note that it is 'basically like' casting.

So someone with a scroll doesn't have the ability to cast the spell, he has the ability to activate the spell from the scroll...

Going back to the original post... my suggestion is taking druid 5 and either sorcerer 4 or wizard 3 before taking Arcane Heirophont. Even with sorcerer, you can finish out at level 19 and still have one level to plug into your favorite PrC. Also, you'll get more bang from Practiced Caster, which you'll be taking twice.

Follow it up with Mystic Theurge PrC. You can continue to advance spell casting in both classes.

The Divine Minion of Mulhorandhi Template is LA+1 and grants Wild Shape, allowing you to qualify for Natural Spell early. From there, just go Wiz 3 / Druid 3 / Arcane Heirophant.

Arcane Heirophant won't stack with your Divine Minion ability to Wild Shape, but it allows early Natural Spell for when you pick up regular Wild Shape through your AH levels.

Does Divine Minion increase BAB?

Wiz3/Drd3 doesn't meet the +4 BAB requirement by itself.

There may be a quicker way, but this can get you into AH at level 6. So try this...

Race: Bamboo Spiritfolk
Class: Druid 4/Duskblade 1/Arcane Hierophant 10

Feats
1) Any Metamagic Feat
2) Sanctum Spell: (Duskblade spell of your choice)

Bamboo Spiritfolk gets you the wildshape requirement. IIRC, this is a race out of Oriental Adventures, so it is 3.0. Not sure if it is updated anywhere.
Sanctum Spell gives you the ability to cast an arcane spell of 2nd level.

Alternatively, you could mix it up by taking...

Race: Bamboo Spiritfolk
Class: Ranger 4/Duskblade 1/Arcane Hierophant 10

Feats
1) Any Metamagic Feat
2) Sanctum Spell: Resist Energy

Since Resist Energy is on both the Duskblade and Ranger spell list, making it your Sactum Spell gives you the ability to cast it as a spell of 2nd level for both classes (divine and arcane).

No DM in their right mind would allow that template. +1 LA for a few things and being able to wild shape into .. what was it, an 11hd creature?

Actually, most of the forms suck. The real advantage is being able to heal yourself for 11hp as a free action pretty much whenever you want.
