For the most part. Not all inclusive. Also, the Draconomicon was published 2 years before Races of the Dragon, so expecting it to reference Dragonwraugh is not productive. And as I also stated, it doesn't list kobolds because kobolds as a race aren't true dragons. Dragonwraught kobolds are not a race by themselves, so they wouldn't be mentioned either. That said, they DO meet all the criteria of being one.

What would be the opposite of a Dread Necromancer? A Cutie Necromancer? A Cutiemancer? What would be his cutiemark? A smiling skeleton in a tophat? lulz
 

Definition of Dread: To fear greatly.
So the opposite would be: To love greatly, or Cherish.

So a good Dread Necromancer is a Cherish Necromancer.
