Attack all enemies in a close burst 3 with a melee basic attack.</p><p></p><p>Levels 1-10 you start with one Arcanum Point, 11-20 you start with two, and 21-30 you start with three. As well, you get an additional Arcanum Point when you pass a milestone.</p><p></p><p>If you conceptualize your personal daily power limit as Arcanum Points and spend one to use any daily item, it makes a little more sense.</p></blockquote><p></p>
