The DM should use common sense (and crunch some numbers) before allowing any PrC, be it an "Official" one or not.

Speaking as a DM who's had two archers into the 'teens in his game, I can attest that they can be quite powerful, and particularly where classes are concerned, WotC is no better than any other with power levels.

The OoBI is a good class, but the DWS is a little on the strong side. Allow a player to take both, and their synergy magnifies the problem.

Nifft's Arcane Archer (linked above) is more flavorful than WotC's by a good margin, and is still well-balanced from a purely rules-based standpoint. dagger is correct that some classes will not have nearly as devastating an effect in differing games...but that is not to say that there is no way to gauge or draw an approximate measurement. Merely that some classes are far more egregoius than others.

And I think I'll have to check into Three Arrows for the King. I've heard plenty of good reviews for it, at this point. The last time was for Magic Medieval Europe by jgbrowning, and I was well rewarded, then.
