D&D 3E/3.5 Archfiend/angels in 1-20 game. (3.5)

I've always liked heroic plot lines in my adventures where my PCs battle archdevils or archangels but I have never liked playing epic level games.

I have the book of vile darkness and book of exalted deeds and I was thinking of using archangels and archdevils from those books but I didn't want to go beyond level 20 and many of the archdevil/archangels have CRs in the 20-30s.

How do you suggest I incorporate these creatures into my game? Should I decrese their difficulty? I was thinking that I could do something quest related to decrease the power of an archfiend/angel to make them more manageable.

Also what CR monsters do you think 4 highly optimized characters (say Druid, Cleric, Wizard and Artificer) would be able to deal with at level 20?

The game will allow heavy powergaming.

If you have ever played the Dragon Quest games, I am thinking of doing something like that. (although it might be an evil party battling an archangel.)

The standard cr23 solar angel from MM1 could be fair game for truly optimized characters, anything beyond that would be final boss material.
 


Thank you. I've decided that I will either use the standard CR 23 solar and create a unique character from that base or go into epic levels.
