Yes, it's a core rule. But DMs are well within their rights to say, "in my campaign, you can't do this," or make the PC find a wizard who will do this for him, etc. Rule 0 and all that. So, I was simply advising the original poster to check with his DM.
Furthermore, Reynolds is fairly off-base on his narrowly-construed "enchantment" thesis. It's common usage in fantasy stories, and even the DMG itself, for magical weapons and such.
It might be a fantasy literature staple, but D&D 3E / 3.5 uses the word "enchantment" in a very specific way (which is why SKR gets up in arms when the term gets misued). If you can find a specific quote in the 3E / 3.5 DMG that uses "enchantment" to describe magically enhancing an item, I'd be stunned.
