Are there any items that add a bonus to Diplomacy skill checks?

I agre with you. The DM should consider any magic item that a player wants to make, or have made. Only after careful consideration, should the Dm allow it.

Check out the Artificer's Handbook by Mystic Eye Games (in a store near you!) Any item that adds any plus to a skill is considered a bonus item, and costs the same as 5 skill points = +1 bonus.

So, adding +10 to diplomacy is the same cost as +2 armor (weapons have an additional cost because it adds +2 to both to-hit, and to damage).
The normal limit on such items is +20 (equivalent to a +4 item), but the rules don't prohibit the construction of +25, +30, or whatever you really wanted to make.
