So it's a brooch or whatever that automatically counterspells a Dismissal?

Yeah, Dismissal would be the prerequisite.

The other possibility (if you wanted a 'thematic' prereq rather than a 'mechanical' one) would be Dimensional Anchor.

Is it a one-shot, or continuous effect?

For a one-shot, I'd price it about the same as a one charge item of dismissal.

For a continuous effect, I guess I'd charge it at some fraction of an unlimited use dismissal item, since it's a fairly restricted use of the spell... but I think there'd be far more art than science in my final figure.
