The learning curve is not too bad and if you already have experience with Publisher, it should not be too difficult. The thing I would be sure to check on is making sure boxes snap to others, but using copy/paste to create multiple boxes of the same size helps.That looks quite good! Tables work well too.
The other thing to consider are the print margins and selecting layers carefully. If you want me to send you the .pub file for mine to play with let me know.
The advantage I have is that i have been making character sheets with Pub since the early 00s and have been able to update them several times without having to remake it from scratch every time.
