I would recommend "blowing" at least 33% of your budget on him, depending on how competitive your league was.

In all honesty, while I think what happened to Kap was a travesty, I can understand at this time why people are hesitant to sign a player who last took a real snap more than six years ago.

I hope they put him on the squad and give him a real shot though, because yeah playing time and the passage of time matter, but what happened to him was wrong to say the least.
