It's badly written, but it either:

A) Increases your Strength and Dexterity scores by 2 points (i.e., not a bonus at all)

B) Grants a +2 unnamed (stacks with everything) bonus to Strength and Dexterity.

Either way, it works basically the same.
 




I think it's a really cool magic item, and one I'd love to have, though my DM told me it would be unwise, given that he was going to start the campaign by putting us through a mordenkainen's disjunction. Not cool.

Works for me :)

"Mordenkainen's Disjunction - make a DC 28 Will Save for every item you're carrying."
"Well, my Will modifier is +31... do you want me to roll?"

Two hours later:

"Let's see... you rolled a 1 for the potion of Cure Light Wounds, the scroll of mage armour and that small shield +1 you looted from the orc tribe..."
-"Bad luck :D!"

Anyone interested in a discussion if saving rolls fail for a 1? :D
