As for the argument: I suppose that in a campaign where magic items (including the Arm of Nyr) are readily purchasable, then the +4 to strength that stacks with Bull's Strength may become a problem. Say...in the Forgotten Realms. Since I've mostly played in somewhat more restricted environments, I haven't seen it become a problem. ;)

Imagine a barbarian were-tiger with two Arms of Nyr raging... +20 to strength!

As for the arms, I judge items based on how they can most be abused. When bought one as a character, I had all of core rules as a shopping cart, so that is an issue as well.

Anyone want to discuss infinite buying power in the hands of the PCs? :D
