As for the argument: I suppose that in a campaign where magic items (including the Arm of Nyr) are readily purchasable, then the +4 to strength that stacks with Bull's Strength may become a problem. Say...in the Forgotten Realms. Since I've mostly played in somewhat more restricted environments, I haven't seen it become a problem.
Imagine a barbarian were-tiger with two Arms of Nyr raging... +20 to strength!
