I think the 2 extra attacks are meant to replace the 1 extra attack you get with Rapid Shot. It's much the same as the Lightning Fists feat from S&F.

I'd rule the same... although it makes the feat a lot less appealing. Especially considering the existence of Imrpoved Rapid Shot (in CW).
