The equipment presented in ARSENAL is visually aimed at a technologically advanced society. However, systemically, there is no reason that the items couldn't be used in any campaign.

If you wanted to use the enervator rifle in a steampunk campaign, just imagine it with copper coils, nuts, bolts, and a smoking exhaust port.
