For 3--if you bump it up to level 5, it is probably about right. Also, specify that a caster can't benefit from it and Spell Turning at the same time (I can imagine if we have more proposals (I'm makign them up for the example) a Wizard with Ashnar's Reflect Domination, Tenebrynn's Reflect Evocation, Zarindas's Reflect Necromantic Curse, Spell Turning, Mordrue's Greater Spell Turning, etc all active at the same time. Ouch!)
