If the end result is that you will always have the same score in your most important ability, there in no need to do it in two separate steps (point buy & ASI.) Hell, at that point you might even skip the one step. Just say that all characters have 16 (or whatever is deemed to be the must have baseline) in their main ability and only allow assigning the rest of the scores.ASIs being tied to separate choice results interesting/annoying interplay which forces you to build your character slightly differently.
