Nope, he was a demon all right, and a pretty important one at that...
 

Off the top of my head, there was originally an Abyssal Lord by that name, who was killed by the Baatorian noble Gargauth (prior to his expulsion from Baator), and Gargauth has used Astaroth as an alias from time to time. Rip, etc correct me if I'm wrong here because devil lore isn't my focus area.

I figure it's a popular name, or the author wasn't aware of the earlier use. Admittedly its use in D&D is rather obscure.

A lot of demon/devil/evil god names are from Babylonian mythology, in which they weren't necessarily evil. But since they weren't exactly on good terms with the early Israelites they got cast as demons in the Bible.
