Strahd's difficulty massively varies based on how a DM plays him. I almost slaughtered my 10th level players after my Strahd used hit and run tactics to grab the Staff of Power they never found. I almost had him use Sergei's Armor since his lore as a soldier is well established, but at that point the party was in such rough condition that I took the first "out" they gave me.
