At will action

Is an ''at will'' action (like the charnel touch of a dead necro) considered a standar action or a free one ? if you could say the page of a book that designates this i would be grateful.

The Dread necromancer's Charnel Touch is a Supernatural Ability. As per the SRD, "Using a supernatural ability is a standard action unless noted otherwise."

The "at will" designator simply means that the dread necromancer can use the ability as many times per day as he wishes.

Right it depends on the type of abiloity. Spell-like abilities are likewise standard actions unless otherwise specified, only they generate AoO while Supernatural ones do not.
