At-Will Power Progression

Looking over the level 10-16 Wizard spells, something ocurred to me. None of the spells there are at-will. They're all encounter or daily powers. I hope that characters get more at-will powers than what they start with at level 1.

My opinion is that the missing page(s) that started the 10th-level utility powers block probably have some at-wills in there.
 

There's speculation that powers migrate between categories. So, an ability that is 1/day at 1st level might become 1/encounter at 11th (or 6th, or whatever), and then become at will at 21st (or 11th or whatever, depending on the desired rate of progression).

I don't think we've heard any details about this, however.

Everything we've seen so far denies this to a great extent as well. The six classes all start with (base) 2 at will, 1 encounter, and 1 daily. Additionally, the powers are listed in the book as "Daily" and "Encounter" so it would be confusing to try to figure out if they were still that or if you were high enough that they switched. When do 10th level encounter powers switch versus 13th level encounter powers?

Rob Heinsoo said in his interview that once you hit a certain point you stop gaining *more* powers and start replacing early powers with new ones (in some cases that do the same thing just better).

Plus, I shudder to think about some of the per day abilities becoming at will...even at high levels.

Especially when compared to the 1st level rogue "at wills" which get a relatively modest bump at 21st level.

Looking at the wizard spells and the paladin smites the attack powers all seem to appear at odd levels. I recall a quote from the designers that they want to a player to only have to make a small number of choices when they level up, so I don't think they'll want characters to choose more than one type of spell at any particular level. The only free odd slot in the level range we were shown is level 11, and I think that's when characters will be choosing their paragon paths.

They're not getting utility spells at 12th or 14th though, so there's probably something I'm missing here.
 


I think it's just possible that wizards gain new at-will powers even less frequently than once every 6 levels. It's quite possible that the at-will powers you do have, like magic missile, scale by level, so that you only gain new ones every tier or so. So heroic tier wizards typically use magic missile or flame burst, paragon tier wizards use something else and epic tier ones use something else entirely.

I mean, when you look at the at-will attack powers, wizards don't really do anything but do damage. They have one for single targets, magic missile, and one for groups, flame burst.

Now I think that it's possible other classes gain at-will powers more frequently. After all, the wizard is a "controller" so he might get utility powers more often than the other classes, who gain at-will and attack powers more often. There's a number of ways the designers could have it set up.
