"At Will" powers question

I have a question about powers that are listed in the MM as "at will". Does the power still take an action to use ? For example, if a succubus tried to use its charm ability on PCs, could it only attempt one seduction per round ?

Yes, it still takes an action. "At Will" just means they aren't limited to a certain number of uses per day.
 

"At Will" powers are still limited by their respective type and the time it take to activate them, i.e. Extraordinary, spell-like, or supernatural. They follow the rule for activating as per their type unless noted otherwise in the specific ability description.

And as Caliban states... "at will" is just there to show that there isn't a limit to the number of uses per day.
 

Agreed.

The confusion comes form 1e/2e where some "at will" powers were effectively free actions with no daily limits.

3e standardizes the rules by making all such powers standard actions unless explicitly stated otherwise.
