attacking from the prone position. Need help!

You're looking for table 8-8 in the PHB. Basically you have -4 to attack while prone and you cannot use missile weapoins except for a crossbow. Your opponents get +4 to attack you with a melee weapon, but -4 to attack you with a ranged weapon. It take a move action to stand up from prone.
And now that the original question is resolved, I have an iteresting question that stems from last game session...
Can someone be tripped if they are already prone? Is there anything restricting someone from making a trip attack against someone already prone?
This seems foolish at first, but hold that thought.
Let us say that the attacker has Great Throw (from OA). Now, that lets him toss people around within his threat range using the trip attack rules. Can the attacker use this ability on someone he just tossed to the ground? I'm thinking Bam Bam from the Flintstones, myself.
