Few questions:

1.) Can a creature hover 5 or 10 feet above an opponent and take a full round of attacks?

2.) Do they need the hover feet to do this?

3.) Where is the hover feat? mm?

4.) Would they get the +1 to hit bonus for attacking on higher ground in situation #1?

Yes. However, a creature needs either Good or better manueverability or the Hover feat to do this.

If it has the ability to hover, then yes.

2.) Do they need the hover feet to do this?

They need the ability to hover. Taking the Hover feat is one way to get this. Creatures with Good or Perfect maneuverability get it automatically.
