Yes you can do damage to a creature in the area multiple times. I don't see any problem with this.
A bigger question for me would be, can you slide a target with the vs Fortitude attack and slide it next to others and then hit the others with the vs Reflex attack to do the extra damage to the target you slid? AoE powers are resolved simultaneously, so I'd be inclined to guess no, but that almost defeats the purpose of the two part power.
