I guess you could see the system as two separate things -
Critical HIT = rolling a 20 (or 19 in this argument), it means auto hit.
Critical DAMAGE = the bonus damage rewarded on a critical hit or hitting someone who's condition or whatever would make the damage into critical damage.
So just because you don't roll a 19/20 doesn't mean that you can't deal critical damage to something if their condition causes it.
critical hit = auto hit AND critical damage
critical damage does not = auto hit
