Avatar question

I want to use a new image for my Avatar. I have found one on the web, but the dimensions are too big. I tried making it smaller using PhotoShop, but every time I save the new image, it will only save it at 6400 bytes, even though the original was smaller.

Is the smallest sized file PhotoShop will save for jpgs 6400 bytes?

Attach the image and I'll convert it using Fireworks, which is a much better program than Photoshop for handling web graphics (Photoshop is better at handling print graphics).
