These are some of the changes I'm considering implementing and what it will look like afterwards:
Avian
Racial Traits
Average Height: 5´ 2˝–5´ 10˝
Average Weight: 90–110 lb.
Ability Scores: +2 Dexterity, +2 Constitution
Size: Medium
Speed: 6 squares, Fly 8 (Overland Flight) while unencumbered
Vision: Low-Light
Languages: Common, choice of one other
Skill Bonuses: +2 Perception, +2 Athletics
Smooth Descent: You gain a +5 bonus on checks to prevent falling damage
Aerial Weapon Proficiency: You gain proficiency with the hand crossbow.
Winged Fighter: Once per encounter, you can use the Aerial Charge power.
Aerial Charge
You leap into the air and dive at your enemies, then push yourself out of range.
Encounter
Standard Action Melee 1
Effect: You fly directly upwards a number of squares up to half your fly speed. You may then charge an enemy. You may charge a distance equal to your fly speed. You don't take opportunity attacks during the charge and end the charge on the ground. After the charge you may shift a number of squares equal to your Dexterity modifier.
Weightless Preference will be moved to a feat so that any class not proficient with heavy armor has to take two feats for a +1 bonus (I still don't know if a heavy armor class would want to wear light armor for it, the numbers say no).
Heritage stuff was removed, as every possible woodland choice ended up turning you into a flying elf nearly verbatim. I gave them Athletics to help with climbing. I think flavor-wise that works pretty well in order to give them a way to climb to a place to take flight. I'm still considering endurance instead though, I'm not sure.
As I look at them now, they look bland. I consider that a good thing, it means they are closed to balanced. The problem now is, I don't know how much flight adds. I think I still need to give them something else, but I don't know what. I'm considering a racial +1 to Reflex or something that allows some type of avoidance to hindering terrain.
