Awesome ability in Guild Wars 2 that needs to be stolen for any fantasy rpg

So I was over looking at the Guild Wars 2 Thief, browsing the thief's abilities when I noticed something in the clip for the cluster shot. The thief does a teleport through firing his bow. That has got to be one of the most impressive applications of teleport I've seen and surprised it hasn't shown up in any rpg yet. What level spell would it be do you think? I'm seeing it as a spell for Arcane Archer if anything. Thoughts?

My homebrew assassin class has a similar ability; Improved Chi Blink allows him to immediately blink to any location up to 15 feet away as an immediate reaction to being attacked, and attack immediately after the blink. So if he's attacked in melee combat, instead of getting hit he can teleport behind the opponent and get a sneak attack on them. It's pretty fun =p
 

Wait, isn't Guild Wars 2 the MMO where they decided to get rid of healers because not many people want to play healer?

The arrow-port is kind of nifty but I've seen it before in other games.
 



Hm, do you mean that the thief fires his bow, and then wherever the arrow lands, the thief teleports there? Yes, I could look it up, but it seems ever so much easier for you to tell me. :)

Anyway, if that's it, I put an item in the 3.5e Magic Item Compendium like that (with limited uses per night). It was a crossbow called Slip. However, I don't think it made it through to the final print version, at least not in that form. The power might be buried in some other item somewhere or have a different name. WOTC did (does?) that often.
