Skills: Sleight of Hand, Stealth
Tools: Thieves' tools; ???

CRIMINAL:
Skills: Deception, Stealth
Tools: Thieves' tools; poison

Urchin provides two dex-based skills. Possibly, as a balancing mechanism, that might also mean that the character only gets one tool proficiency/language and not two.

EDIT: I actually really like the art as well.

Not a balancing mechanic: all qualities of Backgrounds can be purchased "a la carte", as per "Customizing a background". All backgrounds are one Feature, two Skills, two tools or languages, and you can mix and match as desired.

I don't know where we know "two tools or languages" from -- I know only "at least one...". You could be right.
