Balance of fluff & crunch: Eberron & FR

I think it is because so many people homebrew. Fluff is a lot harder to insert in a homebrew setting. Crunch is much easier. Anyone can take a prestige class and divorce it from the fluff it was given and rewrite a more appropriate background for the setting, rather than try and retcon some new power group into an established setting. The same goes for feats and new spells.
