Baleful Polymorph into a Monkey - Verbal Spells?

What I don't understand is, why would you choose to turn someone into a monkey when casting baleful polymorph? A monkey, unlike a toad or a slug, can be of some use to the party...

Why does your deity refuse to let you cast spells with V components in an area of Silence?

Why does your deity refuse to let you cast Cure Light Wounds and heal 1d12+20 hp?

Why does your deity refuse to let you cast an unlimited number of spells daily?
My answer for these would be game balance, actually.
How is a spell that a monkey can cast but a human cant imbalanced compared to a spell a human can cast but a monkey cant? That's essentially what I'm doing with Divine spells.

I'm not suggesting a change to the 'components', but an adaption to suit a different form taken when you actually 'receive' the spell, limited to that form.

So you can spank him and say, BAD MONKEY!!!

You can do that to a slug too, it's just not as gratifying.

Sadly slugs aren't (to my knowledge) statted up, while monkeys are. Though I'd make him a rat, or cat instead so they are too small to cause much damage (unless of course they're a rogue and sneak attack).

In my group, it's always a chicken. Then you make insulting clucking noises at him.
